A Foundation Establishment achievement exists, but that is not the same as a fully released Foundation Establishment content expansion. The launch announcement describes the full Qi Refining story. The official roadmap reviewed on September 28 plans the major Foundation Establishment update for early November, subject to development changes.
Two different progression questions

What to do if you reach a content boundary
Check the current official announcement feed for a release notice and compare it with the objective shown in-game. Keep your save and record the last completed objective if you need support. Do not delete progress or follow a different game’s breakthrough instructions simply because the next story segment is unavailable.
The roadmap also discusses later realm content. Those plans should be rechecked when an update actually ships. This page answers the availability distinction; it does not claim hands-on testing of a Foundation Establishment route.
